Key Border Entry Rules for Indian Citizens
It is critical to distinguish between travel authorization and immigration declaration. The Malaysia Digital Arrival Card (MDAC) is a compulsory pre-arrival electronic arrival notification system operated by the Immigration Department of Malaysia (Jabatan Imigresen Malaysia). It is not a visa, nor does it guarantee entry into the country.
Under the current bilateral tourism facilitation policies, Indian nationals travelling for leisure can enter Malaysia under a 30-day visa-free facility. However, this exemption does not exempt visitors from completing the online MDAC form. The declaration must be submitted strictly within 3 days prior to your date of arrival in Malaysia (counting the arrival day as Day 1).

Important: Proof of Return Ticket and Accommodation
Malaysian immigration officers at KLIA, KLIA2, and Penang International Airport routinely inspect proof of confirmed return flights back to India (or confirmed onward journey to a third destination), documented hotel or lodging reservations, and evidence of sufficient subsistence funds (recommended minimum of $500 USD equivalent in cash or international credit card limit). Submitting an MDAC does not waive or replace these physical border inspection prerequisites.
